Highlights from the Proclamation
on National Immigrant Heritage Month:
- America is, always has been, and always will be a Nation of immigrants.
- During National Immigrant Heritage Month, we reaffirm and draw strength from that enduring identity and celebrate the history and achievements of immigrant communities across our Nation.
- In every era, immigrant innovators, workers, entrepreneurs, and community leaders have fortified and defended us, fed us and cared for us, advanced the limits of our thinking, and broken new ground.
- After an especially difficult period marked by both the COVID-19 pandemic and the all-too-frequent demonization of immigrants, it is vital that our Nation reflect on the leadership, resilience, and courage shown by generations of immigrant communities, and recommit ourselves to our values as a welcoming Nation.
- I am honored to serve alongside Vice President Harris, the first daughter of immigrants to hold the Office of the Vice President, and to work with so many dedicated public servants who are immigrants — and who carry with them every day the legacies of their families’ sacrifice and resilience.
- Nearly 11 million people in this country are undocumented — and it is time that the Congress acts by passing the U.S. Citizenship Act of 2021, the immigration reform plan that I introduced on day one of my Presidency.
- My plan would provide a pathway to lawful permanent residency and citizenship for these undocumented immigrants, including Dreamers, individuals with Temporary Protected Status, farm workers, and other essential workers who contribute to our Nation every day.
- Vice President Harris and I affirm that immigrants historically have made and continue to make our Nation stronger. I urge my fellow Americans to join us this month in celebrating immigrant heritage, stories, and cultures.

New Designation Allows Eligible Haitians to Apply for TPS and Employment
Authorization
Secretary of Homeland Security Alejandro N. Mayorkas announced a new 18-month designation of Haiti for Temporary Protected Status (TPS). This new TPS designation enables Haitian nationals (and individuals without nationality who last resided in Haiti) currently residing in the United States as of May 21, 2021 to file initial applications for TPS, so long as they meet eligibility requirements.
It is important to note that TPS
will apply only to those individuals who are already residing in the United
States as of May 21, 2021 and meet all other requirements. Those who attempt to
travel to the United States after this announcement will not be eligible for
TPS and may be repatriated. Haiti’s 18-month designation will go into effect on
the publication date of the Federal Register notice to come
shortly. The Federal Register notice will provide instructions
for applying for TPS and employment authorization documentation.
- Individuals
eligible for TPS under Haiti’s new designation must file an application for TPS
with U.S. Citizenship and Immigration Services within the registration period
that will begin upon publication of the Federal Register notice.
- This
includes current beneficiaries under Haiti’s TPS designation, who will need to
file a new application to register for TPS to ensure they do not lose TPS or
experience a gap in coverage.
- Individuals
filing for TPS may also request an Employment Authorization Document and travel
authorization.
- All
individuals applying for TPS undergo security and background checks as part of
determining eligibility.
- Existing TPS Haiti beneficiaries retain their TPS and TPS-related
documents through October 4, 2021, and DHS will continue to extend the benefit
and documents if required to comply with court orders. These beneficiaries are
also eligible to apply under the new designation of Haiti to receive TPS for
the entire 18-month period that will be described in the soon-to-be
published Federal Register notice.

- The Departments of State and Homeland Security (DHS) have initiated the first phase of reinstituting and improving the CAM program to reunite qualified children from El Salvador, Guatemala, and Honduras with their parent or parents who are lawfully present in the United States.
- This program provides a safe, legal, and orderly alternative to the risks incurred in the attempt to migrate to the United States irregularly.
- The U.S. southern border remains closed to irregular migration, and we reiterate our warning that people not attempt that dangerous journey.
- The State Department’s Bureau of Population, Refugees, and Migration (PRM) is working closely with DHS’s U.S. Citizenship and Immigration Services (USCIS) to reopen the program in two phases:
- The first will process eligible applications that were closed when the program was terminated in 2017
- and the second will begin to accept new applications with updated guidance to follow.

Secretary of Homeland Security Alejandro N. Mayorkas is designating Venezuela for Temporary
Protected Status (TPS) for 18 months, until September 2022.

This new designation enables Venezuelan nationals currently residing in the United States to file
initial applications for TPS, so long as they meet eligibility requirements.

Only individuals who can demonstrate continuous residence in the United States as of March 8,
2021 are eligible for TPS under Venezuela’s designation.

Individuals desiring TPS must file an application with U.S. Citizenship and Immigration Services
within the 180-day registration period. They may also apply for Employment Authorization
Documents (EADs) and for travel authorization.

Individuals who apply for and receive TPS and who are also covered by DED do not need to apply
for Employment Authorization Documentations under both programs

USCIS encourages individuals who believe they are eligible for TPS to apply during the initial
registration period announced in the FRN, even if they are also covered by DED, in case they
cannot qualify for TPS late initial filing after DED has expired.

First Latino and Immigrant Confirmes As Secretary of Homeland Security.
On Tuesday Feb 2nd, The Senate confirmed Alejandro Mayorkas as the first Latino and first foreign-born person to run the department. The agency, oversees border security, immigration enforcement, cybersecurity and disaster relief.
“It is no small task to lead the Department of Homeland Security, but I will work to restore faith in our institutions, and protect our security here at home,” he wrote.
